科学技术是人类智慧的结晶。当前新一轮科技革命和产业变革加速演进，科学技术为应对和解决重大传染性疾病、气候变化、可持续发展等全球性发展难题和挑战提供了新路径。作为科学技术创新的贡献者、推动者，我们科技共同体在此倡议，真诚携手、共同努力，让科技更好地造福人类，为全世界人民所及、所享、所用，为人类文明的可持续发展做出贡献。

追求卓越、崇尚创新

秉持追求真理的科学精神，运用严谨缜密的科学方法，以探究真理、发现新知为使命，探索科学前沿，攀登科学高峰。树立卓越科学的价值理念，营造尊重首创、鼓励创新、宽容失败、自由平等的学术氛围。

开放包容、互惠共享

推动开放科学运动，构建开放科学文化，推广开放科学理念，建立开放科学的制度体系。吸引各界积极参与，使科学数据、知识、设施和成果能够被更广泛地获取和更可靠地利用。维护科学开放的合法界限，建立平衡适度的开放原则，保护个人隐私、数据安全和知识产权。

协商协作、平等互信

尊重他人的研究成果和优先权，客观公正地评价他人的科研成果，尊重他人的理性质疑，诚实地向科学界开放自己的科学数据和研究结果。基于无国界、无障碍、无歧视的原则，信任尊重合作者的能力、贡献和价值取向。

交流互鉴、携手合作

建立跨界、多元、多样的协同交流机制，打破创新合作壁垒，编织开放的国际创新网络，凝聚各国科学家的集体智慧，应对人类社会的共同挑战。理解、关注和响应不同主体合作诉求，寻求合作交流的“最大公约数”，共同推进国际科技合作交流。

践行责任、不负使命

捍卫学术自由，恪守科技伦理和道德准则，坚持科技向善，前瞻研判科技发展带来的规则冲突、社会风险、伦理挑战，自觉规避科学技术的负面影响。利用多种方式、渠道参与各类科普活动，传播科学思想、普及科学知识，尊重公众参与科技权利，推进公众对科技的认知和响应。积极参与政府部门相关政策议题的讨论，为科技决策提供全面准确、客观真实的意见和建议。

Calling for Openness, Trust and Cooperation

An Open Letter to GlobalScientific and Technological Community from the 3rdWorld Science and Technology Development Forum

Science and technology are the fruits of collective wisdom andthe common heritage of mankind. At present, a new round of scientific, technological, and industrial revolutions,providing new solutions to address global development issues and challenges, such as infectious diseases, climate change, and sustainable development, is under way. As themain contributorsand facilitators of scientific and technological innovation, we, the scientific and technological community call for solidarity and cooperation in enablingmake science and technology better serve the well-being of mankind, benefit all with no one left behind, and contribute to the sustainable progress of human civilization.

I. Strive for excellence and encourage innovation

– Explore the new frontiers of science with the spirit of seeking truth,and doing soby applying rigorous scientific methods

– Promote the value of excellence in science and create a free and equal academic environment that respects and encourages innovation and takes a positive attitude towardsfailure.

II. Promote openness, inclusiveness, mutual benefit and sharing

– Promote the open science movement, cultivate an open science culture, advocate the concept of open science, and establish an open science system.

– Allow the scientific data, knowledge, infrastructures, and outputs to be more widely accessible and more reliablyharnessed with the active engagement of all stakeholders.

– Safeguard the legitimacyof open science, develop well-balancedopen science principles and protect personal dataprivacy, data security, and intellectual property rights.

III. Advocate for sincerecooperation, equality, and mutual trust

– Respect the research results and rightsof other scientists and engineers, evaluate others’ research resultsobjectively andimpartially, respect the rational questioning of others, and open our scientific data and research results to the scientific community timely and comprehensively.

– Trust our partners’ abilities and respect their contributions and their values based on the principles ofborderless-ness, barrier-free, and non-discrimination.

IV. Strengthen exchanges, mutual learning, and collaboration

– Setup a cross-border and diverse collaborative mechanism, overcome the barriers to innovation and cooperation, and establish an open international innovation network to fosterandshare the collective wisdom of scientists from all over the world and collectivelyaddress the common challenges of human society.

– Enhance the understanding of, pay attention toand respond to the different stakeholders’ demands for cooperation, seek the common groundand jointly promote international scientific and technological cooperation and exchangeglobally.

V. Fulfill our responsibility and complete our mission

– Defend academic freedom, abide by ethical and moral norms in science and technology, adhere to “science and technology for good”,and avoid inadvancethe negative effects by assessing the conflicts of rules, social risks, and ethical challenges due to scientific and technological development.

– Popularize scientific knowledge via various methods and channels, respect the public's right to engage in science and technology, and enhance public awareness of and response to science and technology.

– Engage actively in policymaking by providing comprehensive, accurate, objective and reliable evidence and suggestions for decision-making.
